- Mr. Barrentine is a licensed Professional Engineer, specializing in land, facilities and transportation development since 1984. Areas of experience include buildings, structures, foundations, construction materials, public utilities, streets, railroads, traffic management, pedestrian areas, school sites, parks, recreational facilities, hydrology, storm systems and structures, environmental management and special products. In scope, he has worked in contract procurement and administration, project management, permits, grants, design, construction, business development, office administration, contract damages assessment, accident reconstruction and failure analysis.
He has practiced successfully as a design consultant, real estate developer, expert witness and government official; including City Engineer and Public Works Director. He has also been published by ATLA Law Reporter and MTLA VoirDire for his work in roadway construction zones. He currently consults in hazards management, accident reconstruction, failure analysis, contract dispute resolution and litigation assistance to numerous corporations, insurance companies and legal firms.

- PRIMARY BUSINESS:
ERC (Barrentine, P.C.), Decatur, AL 1996 - present. Providing failure analysis and corrective assistance in the field of Civil Engineering, including Construction, Transportation, Public Systems and Industry.
- DISCIPLINES & SCOPE:
CONTRACT ADMINISTRATION - Developed specifications and compiled/revised contract agreements for construction and maintenance. Managed simultaneous projects at various stages of completion, involving estimating, bidding, processing pay requests, records management and inspection reports. Also administered annual Labor & Equipment Contracts for Decatur and Hartselle, AL.
PROJECT MANAGEMENT - Coordinated construction schedules, material purchases, logistics, construction inspections, contract administration, regulatory compliance, contractor payments and associated documentation for numerous construction projects.
FORENSIC ANALYSIS - Consulted from discovery to testimony in accident reconstruction and failure analysis regarding construction sites, construction materials, contract damages, design, construction and maintenance standards, buildings and foundations, roadways, traffic control, pedestrian zones, railroad crossings, utilities, industrial sites, landfills, log cabins, blasting damage, municipal storm systems, swimming pools, retaining walls, heavy equipment, environmental compliance, audio enhancement and photogrammetry.
FOUNDATION DESIGN AND ANALYSIS - Designed, inspected, evaluated and/or repaired building foundations for NASA facilities and test stands, multi-story hotel, commercial warehouse expansion, recreational facilities, roadway structures, retaining walls and swimming pools. Includes shallow and deep foundations involving pre-cast materials, cast-in-place concrete and post-tension cable. Such experience also involves work in the vicinity of sinkholes, uncontrolled fill sites, plastic and hydric clays, and blasting damage.
STRUCTURAL ANALYSIS - Analyzed systems for light steel, red iron, timber, concrete, limestone, masonry units and polymer structures. Projects involved multi-story hotel, community center log cabin, residential houses, commercial buildings, swimming pools, retaining walls, raised decking, underground storage tanks, basements and tunnels. Such work involved monitoring structural movement using crack gages, developing damage diagrams, evaluation of construction plans for missing support, analysis of soil/foundation support systems, calculating column strength, beam spans and other factors to determine load capacities, causes of failure, and remedial/rehab designs.
ROADWAY DESIGN - Designed, reviewed construction plans and specifications, and supervised construction for local, collector, arterial roads and highways. Also designed and upgraded test stand approaches for NASA. Practiced in all phases of construction and maintenance of public roadways in general accordance with AASHTO and DOT Standards.
TRAFFIC MANAGEMENT - Assigned or authorized speed limits, striping, signage, signalization for roadways, institutional and commercial parking, pedestrian areas, school sites and construction zone safety activities in accordance with AASHTO & MUTCD. Coordinated with DOT, railroad companies, mass transit, school boards, police departments, etc.
RAILROAD DESIGN - Designed rail yards for C&G Railway across North Mississippi, including right-of-way inventory, switch yard layouts, road/grade crossings, bridge structure inspections and site surveys as Assistant to Chief [Civil] Engineer. Co-designed railway system for Mallard Fox Industrial Park (1,000 acre development), Decatur, AL. Also coordinated design/compliance with Union Pacific Railroad for spurs, bridges and switch yards as Senior Project Manager for Shintech, a 500-acre industrial site development in Brazoria County, TX.
PUBLIC UTILITIES - Designed, constructed and/or inspected gravity sanitary sewer systems, gas distribution systems and water distribution systems. Continuous coordination with telephone, TV cable and electric distribution companies. Perfomed underground utility detection of industrial, potable and chilled water, steam, oxygen, nitrogen and natural gas lines using subsurface interface radar for NASA.
HYDROLOGY - Designed, constructed and/or inspected underground storm systems, storm structures, major drainage channel improvements, detention/retention facilities and coordinated maintenance of same. Extensive coordination with Army Corp of Engineers and TVA in obtaining 26A Permits. City Coordinator with FEMA for Decatur and Hartselle, AL; upgrading Flood Insurance Rate Maps and maintaining Flood Insurance Rating System.
ENVIRONMENTAL COMPLIANCE - Performed wetland delineatons, obtained NPDES industrial permits, designed erosion control plans and installed mitigation facilities for municipal drainage channels. Designed E.A.R.T.H. Park/education facility for non-point source water pollution abatement, funded by a grant from Alabama Department of Environmental Management.
SOLID WASTE MANAGEMENT - Designed and supervised construction of municipal landfills in accordance with EPA Subtitle 'D' Regulations. Consulted for Decatur/Morgan County, AL Municipal Landfill, Hartselle Municipal Landfill, Cullman County Landfill, Cullman City Landfill, Hytch Inert Landfill, et al. to maintain environmental integrity (including post-closure monitoring). Wrote 10-year Solid Waste Management Plans for Morgan County and Cullman County, AL in accordance with ADEM requirements. Also, chaired advisory boards in Morgan County and Cullman County, AL to establish recycling programs for citizens and industry.
SITE SELECTION & LAND USE PLANNING - Interim City Planner while City Engineer for Hartselle, AL. Advised City Council and Planning Commission members of Decatur and Hartselle, AL in zoning, annexation, condemnation and land development. Served on Subdivision Committees and chaired special committee to re-write Subdivision Regulations.
RIGHT-OF-WAY ACQUISITION - Represented City of Decatur, AL in right-of-way/easement acquisitions according to DOT Standards for roadway expansions and utility/drainage improvements, Decatur, AL.
SPECIAL PRODUCTS & SERVICES - Developed new processes for meeting special needs of clients, including EZ-Surge, an in-line cable shock absorber for use in maritime towing and mooring, and E.A.R.T.H. Park, a non-mechanical water treatment system used for non-point source storm water pollution abatement.
